Adoption of a Provincial PHR: How Hard Can it Be to Sell a “No-brainer”?

Nova Scotia announced in 2016 that it would provide a full-featured online personal health record for all its citizens, the first province to do so. The launch followed a successful two-year pilot in which doctors and patients rated the portal highly. Two years after the announcement of MyHealthNS, the majority of citizens had yet to get access. New initiatives are being put in place to move the project forward. We will review barriers to fulfilling the promise of this major IT rollout and how those challenges were met, and discuss why innovation can be so difficult in health care.
