Dr. Vaughan has extensive experience as a medical doctor in Canada, as well as in the United States, Central America and Europe. He was President and Chief Executive Officer, as well as Medical Director, of the South Shore District Health Authority in Nova Scotia from 2006-2012, then served as Deputy Minister of Health and Wellness for Nova Scotia from 2014 until his retirement in January 2017. During his tenure as Deputy Minister, he was a Member of the Corporation of Infoway, and was also an observer to the Infoway Board.

Dr. Vaughan has an Honours Bachelor of Arts and a Master of Arts in Philosophy from the University of Guelph, and a Doctor of Medicine from McMaster University in Hamilton, Ontario. He received his Master of Public Health from The Johns Hopkins University Bloomberg School of Public Health in Baltimore, Maryland, and completed the Queen’s University School of Business Executive Program. He has been CEO of the Canadian Medical Association, President of WebMD Canada, and has served as Chair of the Nova Scotia Quality and Patient Safety Advisory Committee and the Research Advisory Committee of the Nova Scotia Health Research Foundation. He also chaired the Board of Directors of Accreditation Canada and was a founding board member of Accreditation Canada International.
