Position Purpose
Canada Health Infoway in collaboration with Federal, Provincial and Territorial (F/P/T) Governments has published a Shared pan-Canadian Interoperability Roadmap. This Roadmap identifies a number of initiatives and priorities to advance interoperability in the digital health ecosystem that will require standards development in partnership with the F/P/T and other industry partners. The Canadian Standards Release Centre (CSRC) is the single point of distribution of Health Terminologies and Exchange Standards approved for use in Canada.
Infoway is looking for an experienced Standards Specialist to drive and support the CSRC standards development activities that advance the goals of the interoperability roadmap, supports Infoway products and services as well as pan-Canadian standards implementations.
The successful candidate will have the knowledge and experience in working with the Reference Terminology Standards implemented in the Canadian health care information systems (including EHR and EMR), such as SNOMED CT, LOINC, UCUM, DICOM, and others, as well as years of working experience with a number of the health care information exchange standards published by organizations such as HL7 International and IHE International.
Major Responsibilities
- Provides general data exchange and terminology standards expertise, implementation support and guidance to stakeholder implementations on a variety of digital health standards, including but not limited to SNOMED CT, LOINC, and HL7 code systems and exchange standards (HL7 V2/v3, CDA and FHIR)
- Serve as a terminology standards subject matter expert and advocate for both internal and external projects to advance interoperability
- Enhances the core standards by facilitating requests for change to the appropriate Standards Development Organization
- Provides support for the development, maintenance, and publication of the Canadian Edition of SNOMED CT (English and French)
- Provides support for the appropriate dispensation (develop, maintain, publish) of SNOMED CT requests for change (RFCs)
- Coordinates and provides quality assurance for collaborative authoring of SNOMED CT content with both internal and external resources
- Coordinates the translation process of nationally and internationally approved standards to yield high-quality standards product, conformant to the established editorial and linguistic rules
- Participates in the Standards Community meetings as required to provide standards expertise and represents pan-Canadian needs at national and international standards forums
- Collaborate and participate in a multi-disciplinary environment to advance the use of interoperability standards.
- Participates in the development and delivery of educational materials as required
- Develop and document operational processes and procedures as required
- Supports the development, implementation, testing, training and maintenance of Infoway tools
- Collaborates to enhancing the internal suite of tools required to achieve daily CSRC activities
- Develops standards related deliverables to support the Interoperability Roadmap working closely with the products owners to ensure alignment of guidance and other materials, as required
Education
Undergraduate Degree in Health Informatics, Health Information Management, Computer Science, Data Science, Engineering or related field
- MBA or MSc is an asset
- SNOMED CT courses (other than the Foundation Course) completion/certification is an asset
- FHIR certification is an asset
Qualifications & Skills
- Good working knowledge of interoperability standards development and application, including SNOMED CT, LOINC, UCUM, ICD and HL7 (V2 and FHIR) code systems
- 3+ years of experience in working with complex reference terminologies such SNOMED CT, including mapping, modelling, or content development
- Experience working with interoperability standards development in complex enterprise information systems, ideally in the healthcare industry
- Experience with terminology value set development, maintenance processes and best practices
- Analytical skills with experience in performing standards assessment, gap/fit analysis and recommendations, including standards selection guidance methodology and best practices
- Experience with the use and implementation of terminology management tools such as terminology browsers (SNOMED CT and SearchLOINC), and FHIR Terminology Servers (e.g. Ontoserver)
- Experience with implementation guides/specification development tools such as Simplifier and HL7 FHIR validator is an asset
- Experience with workflow tools such as JIRA, Confluence integration, Infoway InfoRMS is an asset
- Applied FHIR terminology service and implementation experience is preferred
- Fully bilingual in French and English is preferred
- Adaptable, flexible, analytical, with proven ability to commit to tight timelines, deliver high quality products and services, manage multiple priorities, and engage with different audience types
- Team skills to work within a collaborative multi-functional team including good writing, presentation and communication skills
- Experience with standards development/maintenance organizations, such as SNOMED International, Regenstrief Institute, HL7 Working Groups, Canada Health Infoway is an asset
- Detail-oriented with well-developed time management skills
- Clinical experience is an asset
- Technical writing skills is a major asset
- Ability to travel 25% of the time
